So just submit a ticket explaining that. Go in the R* support page, then like R* games launcher, Can't login, your platform then 2 step. That leads you to the page where you can type out your problem and submit files and stuff. Who cares if the options you selected don't exactly match your issue.

Just on rockstars website for support I think but also if you are running through steam try doing this I would try changing dirext x version ( maybe your gpu does not support what you are trying ) or starting it in fullscreen mode
