Arbcom decides that I must be blocked from wiki for 4 months. They block my ID (OneGuy) for 4 months. The ban is not going to work because I can come back using a different user ID (or without any ID). To ban me, they must ban a range of IPs that I have used (IPs are assigned by ISP -- Internet Service Provider, in my case South Western Bell).
