The Date and Mint Mark were moved to the edge of the Sacagawea Dollar with the release of the Native American coin Series in 2009 which retained the Sacagawea Bust on the Obverse. I do not have an image of a 2009 coin but offer this image of the 2010 version from the US Mint. Pictures, even rudimentary pictures would answer a lot of questions.

"the year when the coin is supposed to be shipped out of mint" - it can be true only if mints make decision which year to use in every day production to ship these coins exactly up to the end of the specific year.

"In 2017, the public found out that the U.S. Mint was secretly minting a small number of Silver Eagles at the Philadelphia and San Francisco Mints due to a Freedom of Information Act. Only 79,640 of the near 50,000,000 2015 Silver Eagles were minted at Philadelphia. That's about 1/10th of a percent!

No demand, no coins. Curiously the cent denomination is the longest and most continuous in production by the US mint, even during the depression there was low demand, but enough to warrant minting them. The only year the cent was not minted was 1815, due to a lack of supply of blanks that were purchased from Britain.
It should be noted that this difference is just between the 80 or 90% of "typical" coins for each mint. At the bottom of the scale the difference is even greater and at the very top there is little difference at all.
