no they can't, they're client side so skins in tlauncher only appear on your minecraft instance, others just see steve or alex (i could confirm that by launching a lan world and using two minecraft instances, both from other launchers and on the second launcher's (sklauncher) instance i just seen steve)

Sorry for late reply. You could use SKLauncher or TL legacy made by the original tlauncher creator. I have been having the same issue and was searching if it was due to some mods or problems with tlauncher itself. Thanks, now i know where to look at.
You have to check the "Accounts" box on the lower left corner, After that you click the accounts list and go to the "Configure Accounts" options, then uncheck the box "Use skins TLauncher" then you can entar your username on the upper box AND BOOOM You're all set, no more annoying TLauncher Skin mod. just go to the mods tab in tlauncher and ...
If it says false, replace the false with true and then save the code. Go back to the TLauncher versions selecting page and click the refresh button next to the files button, and then enjoy! That should be how you get it. try it with the tlaucher skin mod with optifine g7 of course. the skin mod can be found in the tl mods store.
