There is something abusive, and offensive in the world of eBay buying/selling, where a seller gets the benefits of discounted fees associated with “Fast and Free” shipping yet will accept returns only where buyer pays shipping charges plus with a 20% restocking fee piled on.
eBay has been charging a final value fee based on the buyer's entire payment, including shipping and handling, since 2011. At that time, they set the rate for non-store sellers at 9% in most categories, then in 2013 it was raised to 10%. Meanwhile, sellers were also paying 2.9% to PayPal so their total was 12.9%.
From what I can tell for most domestic items, the fee is now 12.5%, but it is taken from the total of the sale price + tax that the buyer pays. (Which in my state, sales tax is 10%) So it really comes out to about 17% of the price I sell an item for. Which is worse than the 10% eBay fee + 3% PayPal fee it used to be.
1st Class if for items 16oz & under (USA); 4 lbs for international. Dimension max for USA 1st Class is far smaller than that piece of luggage (22x18x15 or something like that, but very few items that size would be under 16oz.) so it would have to go Priority (you can get pricing from USPS.com);

To add, eBay has been charging fee on shipping because too many dishonest sellers were trying to cheat the fee system by selling an item for 1 cent with $1,000 shipping (fee would have been 0.1 of a cent) so eBay changed to include shipping fee. Now seller would have paid about $100 fee total in the above example.

When they purchased it 3 weeks ago, it did not have the ad fee standard on the sale. The item was promoted on the same campaign. The buyer went into her purchase history and bought the item again and now I get "sold via promoted listings". I am 110% certain this was an organic sale. eBay credits me and tells me they will look for errors.
