Resound has apps for Android and iOS phones that you can use to customize the behavior of your hearing aids, and these apps use Bluetooth to connect the hearing aids to the phone, but there's no app for Windows 10, at least not from Resound. The hearing aids are likely in discovery mode, which is needed for pairing with an Android or iOS phone.
Try the Bluetooth troubleshooter at Settings > Update & Security > Troubleshoot. Try turning off Fast Startup at Settings > System > Power & Sleep > Additional Power Settings > Choose what Power buttons do > Change settings that are unavailable > uncheck Fast Startup.
Hearing Aid paired but PC not recognizing it as a sound device to make the selection. My hearing aids are connected and it says the driver is up to date but under sound I cannot select it. It does not show up. But under bluetooth it is there and paired and says the driver is up to date. I cannot let you pair with my work computer.
