I am trying to download all the necessary files to run an offline installation of LTSC Office 365 on several non-networked computers. I've followed the instructions and created my config file but when I open an elevated command prompt and run setup /download configuration.xml, nothing happens. I don't get any errors or logs.

When we install ODT, by default the name of the configuration file is Configuration.xml, in your screenshot, I see it is Visio.xml, I suppose you either renamed the existing configuration file or created a new one, just wanted to ensure that the name is same in both the places i.e., command prompt and the File explorer.
