Hey so recently I been trying to get remote play together to work between 2 steam decks. This used to work months before with the original big picture mode in steam desktop but after some updates steam manage to break this feature making only player 1 able to move regardless of whether player 2 was connecting at all.
Steam > Settings > Remote Play > Advanced Client Options > Disable the overlay button. (In my experience this overlay is useless to the controller user and on PS4 controller and Xbox i think the default utility button is select and the overlay makes it unusable. 2) Shift Tab invite "Remote Play Together" once u load into the game youre gonna play.
