without kafka, black swan is actually really good with dr ratio. she allows for easy debuffing (DoT and def shred) on enemies so dr ratio can use his follow up attacks very frequently. Without Kafka, some teams i see going around are luka and black swan - sampo/guinaifen and blackswan.
E1 swan > s1 swan > e2 kafka. E2 kafka is only like 6% upgrade. E2 swan is hard to measure but imo not worth another upgrade like Ruan Mei e1 or s1, or huohuo e1. Also consider sparkle will be really good so you might want her. E1 and S1 BS is a much bigger deal than E2 Kafka, so I would aime for that.
Kafka or Black Swan. I recently pulled Ruan Mei and I'm planning to get Hanabi. So I only have enough funds for one character. Initially I was set on pulling for Kafka because I want to build a DOT team. However, I have come across a lot of opinions that Black Swan without Kafka is better than Kafka without BS.

The reason Black Swan needs high EHR is because she wants to stack Arcana as much as possible. Enemies with DoTs will breed more Arcana stacks. EHR also helps in her damage from her kit. ATK% because she can also be a sub-dps for enemies with wind shields. SPD, is good for her because she can also be SP neutral or SP positive.
Black Swan has a trace that gives DMG% based on her EHR (the requirement). Wind orb is out of the question at least since you may be using an EHR% chest so you have ATK% orb and rope.
