Search for Netflix originals, they’re usually dubbed in a lot of languages. If you consider downloading you can take the unethical path through nyaa and yggtorrent.si. For nyaa just search the keywords “MULTI” and you’d get a list of anime dubbed and subbed in French. Ygg is a French tracker so just look up with their names.
Both. If a dub exist, ill probably just watch that, unless the dub is bad, or the sub is really good. Most dubs, especially now in days, are really good. I mainly watch subbed though because of the release schedule being faster, but I like to have a dub or 2 on hand to watch aswell when I dont feel like reading.

I only watch dubs, so any dubbed anime. My Hero Academia is good, but it does have a good chunk of flashbacks. That Time I Got Reincarnated, has a tiny amount of fan service. Black Lagoon, it's from 2006 but it aged very well. Ascendance of a Bookworm, the first season might be a little slow but it's worth it. Puella Magi Madoka Magica, a classic.
Subs for the most part as it is typically better and allows you to watch more shows (not every anime is dubbed); however, there are some shows that have amazing dubs like DBZ. Watch sub for a few thousand episodes and you will start to learn some words or phrases. At best u should take it slow by show.

The sometimes long delays for dubs do to production means a few anime fans would watch sub first, maybe dub later on. As for Netflix and other more mainstream variety channels, dub as they tend to do more whole season binge dumps or have money to pay for at release dubs. Of course this is all outside Japan cause they shit already dubbed on release.

Also, as already pointed out, there are some great dubs, but there are a lot of meh dubs, just speaking in terms of the voice acting, nevermind the accuracy of the translation.
