Its more to do with stats than mascot status. LEGENDARY refers to the the pokemon that are sometimes referred to as Special Pokemon in game, or a s Restricted Legendaries by the competitive community. For the most part these are pokemon with base stat totals in the high 600s and occasionally into the 700s.

Seems like you're already caught them but with me since I have a physical copy that I got off of Etsy apparently whenever you trade in this game it saves before you trade and not after so I was able to get more master balls just by doing trades with Pokemon that I don't care about on a different game and saving after I traded myself instead of having the game save it by itself
people’s problem with terrakion so high on your list is that he’s terrible in PvP. to wit, he’s a great fighting attacker, but the Master league meta is VERY steel and ground heavy, plus most teams have Mewtwo, and Lugia/Yveltal both present risks as well. in lower-CP leagues, he’s too glassy and weak to water/grass/fighting.
