Also, you get reduced production time which makes producing easier. commintern is the spamming doctrine, nothing more to say good for small maps as you can spam units out early.
The big difference between the 2 is that Comintern can create more, slightly weaker troops. And axis less, but slightly more powerful troops. Because of that Comintern is perfect for surrounding enemies and defending, while axis is better at frontal attacks and steamrolling through territory.
