I agree with Kales; do what makes most sense for your company and its document user community. But if you wish, here is an example of a system that I devised many years ago and has ...
There are any number of ways to number new procedures. We use CP for company procedures, WI for work instructions and assign a 2-digit number for the owner of the process/activity and then a sequential number: CP02-006 = Quality Records (02 is our dept. # for QA, 07 is the dept. # for customer service, etc.) Basically, whatever is simplest and ...
Our numbering system starts with a letter code and six digit numbering system. The letters are like the following examples; QMD - Quality Management Documents QMP - QM Process Description QMWI - QM work instruction For the number they are broken into three sections (for example, QMPD 42.06.01) The first two digits tell me what clause the document covers (42 = 4.2 Documentation Requirements).

Two-letter codes for each type of document (i.e., WI for work instruction), gives short, convenient names and urls. For example, the engineering work instruction for hubs is named "eng/WI/2304". Some systems will allow descriptive paths, and you could then have "eng/WI-hubs", for the url and code. Good luck!
Our document numbering accomplishes the things your new guy wants to see. LLNnn Revxx descriptive title LL = WI for Work Instruction PR for procedure FM for forms N = a number identifying department (1=quality, 2= CustServ, 3= SupplyMgt, 4=Engineering, 5= Production, 6= HR) nn= document number (but in WI5 we are nearly to nnn) there are pros and cons to including the rev in the title.
