The problem is not car insurance -- it's bad driving. Just like when people say they want health insurance, what they often mean is they want health care. We don't want better car insurance, we want fewer accidents. Safer driving/ fewer accidents is absolutely achievable. They do it in Europe, and it will rub some people the wrong way:
Car insurance is similar to health insurance crisis in decades ago. The cost is starting to get out of control and unlike health insurance the government does not provide any subsidies to anybody or company. It is the only insurance where it doesn't matter how much you make you pay what everyone else pays in your area and demographics.

If an owner moved to a new state but didn't change the car registration or update their insurance coverage (trying to fly under the radar, trying to put off paying registration fees or a higher premium) they might run into trouble. Their policy no longer reflects the conditions under which the car is being used.
If you really want to save money on insurance I suggest that, about 60 days before your next renewal, you get quotes from several insurance companies (direct writers and through independent agents) and compare them to what you are paying now. Then wait until you get your State Farm renewal and compare the premiums with the other insurance quotes.
We don't know the make/model/year of the car here, but my bet is that a lawyer isn't going to be a justifiable expense. Unless this car is a rare vehicle, a serviceable used engine of comparable mileage and condition isn't all that expensive; any betterment in the engine department would be the responsibility of the car owner.
When people drive without insurance or license, they may need to do so because they need to go to work. Or they don't make enough money to pay for insurance and it's cost prohibitive to take mass transit to work. I don't know the % of uninsured drivers each state but it is getting higher due to cost of insurance being much higher.
