An update on this matter. FORScan never took the money directly, it went through a German payment collecting company but they stopped sending it on because of the sanctions. FORScan have now found another payment collecting company who will send the money along to them.
Well as of Feb 20th with the update of 2.3.0 beta (for PC), Forscan can now code/program control units. Coding is when an OEM has several variations of vehicles but wants to use the same hardware to control them, mostly due to a big cost savings.

Licence file for ForScan has a .key extension (FORScanLicense.key) and those extentions are autorun and executed by windows by default, try right mouse click and "save link as". Save or copy this file into the FORScan folder under Program Files (x86) folder
Posted June 4, 2019. The software is free online via the Forscan forum and a modified usb ELM327 cable is no more than £20 (cables from tunnelrats are regarded as the best ones). As long as you back up all original data prior to rewriting any settings (so you can roll back if something goes awry) you will be safe.
If you search here on the forum you’ll find info on using Forscan to tweak the BCM / ECM. I know that earlier models have less modules to access, but I’m hoping tire diameter (or revs per mile) is one of them on the 3rd Generation Explorer.
