Just going to throw this out there. Delete your desktop shortcut for skse. Go to your Skyrim SE Directory and right click skse64_loader.exe and send to desktop. Click on new shortcut and see if it starts. Something else to try if that doesn't work. Start via the SkyrimSELauncher.exe and get to load screen. Exit out and retry SKSE.

SKSE: No license? My first time downloading skse, I'm fairly certain I applied the process correctly in getting the extender itself to download (the shortcut is accessible and vortex has a shortcut to the extender). However when I click on the shortcut steam opens and a screen pops up saying "No Licenses" and the game fails to open.

When downloading SKSE64, you can see what version of Skyrim its made for based upon the name of the file "SKSE64_#_#_###.dll", with the hashtags being the version number. Before reading the rest: Here's what the solution was: make SURE there are no outdated dll files in your SKSE Plugins folder. I had a single dll in there that caused the CTD so always check this first I guess. So I wanted to start playing the game again (pretty heavily modded btw). I go to launch the game and it crashes to desktop on load. Not a huge surprise since the game's updated recently ...
Those could also be a possible conflict with SKSE. Drastic, but uninstalling the game, deleting the entire Steam Skyrim folder and the folder in \Documents\My Games\Skyrim, then reinstalling the game might solve the issue. But as I said, that is drastic, but if you truly have no mods then it would give you a clean Skyrim install.
Play it until you get control of your character in Helgen, save and quit. Next, install SKSE exactly as it says on the website, and start the game with the SKSE launcher. This will confirm if SKSE is working without any other mods. If it works, you can start adding mods in a few at a time (I suggest 5) and test them.
