The Anglo-German Naval Agreement, signed that year, allowed Germany to build up to 35 percent of the strength of the Royal Navy; this equated to 38,500 long tons (39,100 t) worth of aircraft carriers. By scaling the design back to 19,250 long tons (19,560 t), two vessels could be built in the allotted tonnage.
The treaty, signed in 1935, permitted Germany to build 50,000 long tons (51,000 t) of heavy cruisers, enough for five 10,000-long ton ships. Of the five ships, only Admiral Hipper , Blücher , and Prinz Eugen were completed; Seydlitz was 95% complete when the decision was made to convert her into an aircraft carrier.
The four remaining battlecruisers— Von der Tann, Moltke, Seydlitz, and Derfflinger saw little further activity in 1917 and 1918, during which time they were reinforced by Hindenburg. The ships were interned with the bulk of the German fleet at the British naval base at Scapa Flow following the end of the war in November 1918.
