So, the legendary bear clothing needs like 3 legendary bear pelts for the full set. Once you kill the legendary bear, even if you don't skin, you will get 3 legendary bear pelts to use at the Trapper.
If animal did not spawn change session by selecting free mode and check again. Repeat until it does or you reach bad time of day. Usually takes up to few session changes if it doesn't spawn immediately. Btw people claim that Harriet's missions down affect animal cooldowns (72 hours), but from my experience they do.

The reason to hunt legendaries is that (1) its easy (2) you can sell the skins and carcasses for a lot more money than just normal skins (3) you can buy certain things from the trapper using specific legendary skins you have turned into him.
