Depends. If you're looking for a world or region map, ^ what that person said. If you want something for building dungeon maps, local battle maps, etc, I recommend Dungeon Painter by Pyromancers. I use the paid version hosted on Steam, Dungeon Painter Studio ($14.99), but the free version is pretty good as is.

ADMIN MOD. Free fantasy map generator. Resources/Tools. This isnt mine. I deserve none of the credit, that's for the guys and girls who make it. It is however, amazing. Makes fantasy worlds, populated them with loads of customisable stuff and makes a lovely map. It is great. Also somehow free.

I really like Azgaar's. Takes a bit of learning to use, but very customizable and aesthetic. You can make great continent maps, or zoom in for province scale maps.

U/yosarian_reddit hinted at it, but any vector-based app will probably work for drawing maps, and it sounds like most of them would be easier to use. It all depends on what your target look and use for the map is, I suppose. That being said, the samples that yosarian posted are kick-ass and I’m going to have to check out that app myself. 1 ...
Drop them on a piece of paper. Trace an outline around them. Then reduce number of itmes by half. Drop them on the paper. Where each lands is a geographic feature. Closer two of the items are together the higher the landmass so a cluster together forms mountains. Then reduce number of objects by half again. Drop.
