    Take both. Do Network+ first, then Security+. Network+ will teach you the basics of networking, like subnetting, ARP, TCP vs UDP, BGP, etc. To me, Network+ was much more difficult than Security+.     Security+ was a lot easier for me. They both took about 3 days to study and pass, passed in 1 week. I think net+ is more technically difficult, while sec+ is more of a language test. The concepts for both are straightforward, but sec+ feels more like a definition of words and reading comprehension test.
