You couldn't have been IP banned, it's probably just a glitch. If you were able to message a mod after you got the error, it obviously wasn't an IP ban. Clear your cache and cookies. Restart your router/modem too. Maybe try contacting Roblox support as well: info@roblox.com.

Press windows + R on your keyboard, type in %localappdata% , scroll down till you see roblox and delete that folder. Then just go and redownload the roblox player on the site, and it should work. 1. Award. I recently got banned and I belive it has somth to do with that.
