I downloaded a plastic texture pack, because I always loved it on my friend's xbox when I was younger. I first tried putting it in the resourcepacks folder, but it didn't show up in the resource pack menu. After that, I tried dragging and dropping it into the menu, and it didn't appear. Then, the message "Failed to copy packs" popped up.
From there, just hold F3 and tap "t" to reload all of the resources. Because everything is a regular folder you can edit your textures while Minecraft is open. As long as your machine can handle having Minecraft -and- your image editing software open at the same time this is a great way to get near-instant feedback on your changes.
I would only recommend using this forum and Planet Minecraft. Those are the two main sites where the downloads for packs are posted by the original authors. Sure, some of them use dodgy link shorteners with dangerous ads, but as long as you only click the "Skip Ad" button and nothing else, you should be fine.
Also, you can create a resource pack (texture pack only if it contains nothing but textures (and textures associated files, like example.png.mcmeta)) without the need to zip it first. An ordinary folder is enough, which then gives you the ability to just hit F3+T instead of going through 5 steps just to see some changes.
When I load most resource packs or shaders, my game crashes. I'm on 1.16.4 with optifine. I have updated my drivers multiple times and still, same result.

1. Save my pack's zip file to the resourcepacks folder in your Minecraft directory. (Do not extract!) 2. Click here to download the latest version of Optifine. (Very important!) 3. Run Optifine's installer on the appropriate installed version of Minecraft. 4. Run Minecraft and go to Options > Resource Packs to select my pack.
Instead of opening the folder from minecraft, try going searching %appdata% in the start menu, then opening the .minecraft file and dragging the pack into texturepacks folder. If that doesn't work, open the minecraft launcher, click options, the force update. Start the launcher. This will re-install the game files. This may help.
