The only known exception is if you have a recent purchase that you can refund. If you refund a purchase you lose those points you got from that purchase and if you don't have enough to cover it, Steam will return shop items starting with the most recent till there's enough to cover the point deficit.
Refund requests should be processed within 24 hours. Sure. And received an automatic E-mail immediately saying that steam has received my request and they'll look into it . I also submitted a ticket and didn't get any reply yet. I think steam hates me:meatytears: Continue waiting and hopefully you'll get a response in the coming days.
carefull mate, you better buy a game (Really wanna buy and play it) than asking a refund if you dont like it... i had experience when theres a sale and i buy the game then i dont really like it after i ask refund the money back to me after the sale end so i cant use the money to buy another game that on sale

No, they don't. "However, do note that games which have been played or keys which have been revealed/redeemed are likely ineligible for a refund, as are Humble Monthly bundles." An authorized 3rd party seller can not revoke a key, so they do not offer refunds on game keys.

You can try a manual refund by going to the support page for that specific product, and finding the 'i still have questions' style response. Carefully explain.
