Any resource pack, purchased or free, fails to import and ends with a "Download Failed" message after the "Importing Content" dialog fails to progress. This happens for any pack, not just textures. Downloading directly from the marketplace has the same behavior. Happens for free and paid for content.
I did a Google search on the offer for the free Bedrock version for Java users, and found two articles saying that the offer ended in April 2020. So I think you are just too late to redeem a free copy. The following link gives a detailed explanation of how users used to be able to redeem their free copy.

Bedrock has Behaviourpack support (which is mods but not the ones on Java like Forge and Fabric, they are Bedrock's equivalent to Datapacks). Behavourpacks only work on Phone and Windows 10 versions of the game not Console (so no Switch, Xbox One or PS4 versions of Bedrock).

Hello, I recently heard that I could download a free version of minecraft windows 10 edition because I previously downloaded Java. I bought Java Edition on 16 April 2017, and I believe that that was part of the time period that windows 10 edition was included.
Assuming you have the Windows 10 Bedrock edition, you should download add-ons from within the game. I started Windows 10 Minecraft Bedrock, clicked on "Store", and a modded world called "The Traveling Trader" by Jigarbov was the first featured add-on. I clicked on the "free" button and the world was installed.
Wow. This is definitely the best free minecraft modeling software out there. I wish I had found this sooner- I spent about an hour editing and reloading a model trying to get the display right. Whereas, now I can do an half an hour's work in five minutes. Love this.
