This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.
Go to Settings > Accounts > Other Users > Add account > Select I don’t have this person’s sign-in information > Add a user without a Microsoft account.
