Depends. If you're looking for a world or region map, ^ what that person said. If you want something for building dungeon maps, local battle maps, etc, I recommend Dungeon Painter by Pyromancers. I use the paid version hosted on Steam, Dungeon Painter Studio ($14.99), but the free version is pretty good as is.

I guess it's more of a world generator rather than a world map generator tho. Came to suggest this, it's so cool and gets updates regularly. There's also Donjon & Kassoon. Both websites have a bunch of other tools. Torben is a much better map generator than Donjon. Thank you for this.
KasnaCreator. •. For free and powerful software, I suggest to use GIMP (bitmap graphics) and Inskspace (vector graphics). It's perhaps hard for beginners, but once you get into them you will be really satisfied and if you use them in parallel, ou can do almost everything you need to handle map making. Reply.
Resource. Hey everyone, I'm Thomas, and as a passion project I've been developing Fantasy Town Generator. It's a free webapp that DMs can use to create detailed, customisable settlement maps - from villages to cities. In addition to the map, it creates the buildings, people, and factions in the city.
