Visit site. Feb 10, 2014. #6. Hmmm. Well its solved, but the fix only came when i re selected Bing's daily wallpaper app (via desktop appearance settings) on my Win 8.1 laptop. It refreshed on there and then a few seconds after, my Surface updated. All matching now, not quite sure how that happens with devices being connected like this..

There's quite a few apps these days that allow the display of the Bing wallpaper with other information. One I tried recently was Amazing Weather, which gives me the daily Bing wallpaper along with the weather summary. As far as I remember, the stock Bing wallpaper option depends on there being network connectivity at a certain point overnight.
Windows 95 applications had a lot of 16-bit code in it, you will never be able to run them in a x64 platform. I have had luck running Windows 3.1/95 apps (a old monopoly game and some classic arcade games that was a Windows 3.1/95 app) in a x32 Windows 7 with no problems.
