Truman Annex. Truman Annex is both a neighborhood and military installation in Key West, Florida, United States. It is the part of the island that is west of Whitehead Street, with the exception of Bahama Village. [ 2] The winter White House for President Harry S. Truman was located there, from its days as part of the former Naval Station Key West.
Upon closure of Naval Station Key West, the Fort Zachary Taylor property formerly on the base was turned over to the State of Florida as a Florida State Park and National Historic Site. Fleming Key is the site of the U.S. Army Special Forces Underwater Operations School.
Howard S. England (August 18, 1914 – February 18, 1999), [ 1] was the principal individual responsible for the transformation of Fort Zachary Taylor from a forgotten eyesore to a popular historic landmark and state park in Key West, Florida. England, a civilian architect/engineer for the Navy in 1968, was born in Key West, Florida.

A more southern part of Key West Island exists and is publicly accessible: the beach area of Fort Zachary Taylor Historic State Park at approximately 24°32'42.2"N 81°48'34.5"W, and approximately 500 feet (150 m) farther south than the marker.
Fort Zachary Taylor, constructed from 1845 to 1866, was an important Key West outpost during the Civil War. Construction began in 1861 on two other forts, East and West Martello Towers, which served as side armories and batteries for the larger fort.
