Okay. I didn't realize TextFree was limited to 60 minutes/mo. Based on the info at that link, of the 5 listed there, only GV and TextNow are options for the OP without "strings" or "hoops". That list is limited. I'm not sure why it didn't include Talkatone that I mentioned above.
How aggressive TextNow is in terminating #s seems to depend on location, and what the demand there is for #s. I have a TextNow free plan SIM, and I was one of the lucky ones that got the 250MB/mo unrestricted data offer.

I have been using Textfree/Pinger for years as an "other" number when I don't want to give people and places my real cell or GV number, but it only works with Wifi and mobile data. Textnow with free cell service appears to be better - for as long as it lasts. I have been down this road before with Ringplus and Freedompop free cell services.
[Edit] Yes, they know or can find out if the number you give is a true cell number. I use a VOIP service (Textfree) for some things to keep my real cell number from accumulating spam/scam calls. Some places won't take it.
