It has everything to do with PO boxes. UPS and Fedex or Dhl cannot deliver to PO boxes. The IRS has a specific list of street addresses (no PO boxes) for private delivery services:

While the image above that Kat provided from her Bing search may be "an" address for the Illinois DOR, I believe that may be one of several smaller branch/regional offices around the state, and may not be a return processing center, and may not be an address they want to receive returns delivered from Germany by UPS, which is what finch13 is wanting to do.
TurboTax said I owe IL State $102, which I paid. Dept of Revenue now says I owe $380 plus penalty, when the $380 was withheld by Wisconsin. If that law changed, TT did not reflect it in the software. Now I'm paying a penalty and interest.
