We used to be able to use NFL GamePass International, which was less than $20 a month I believe. You could watch every single game, and if you missed the game live you could rematch it later (and even without commercials). You could watch classic games, NFL Network, and most of their programming on demand like A Football Life.

NFL+ gives you replays of the games immediately following the conclusion of the game. Beginning this year, YouTube is offering Sunday Ticket. If you don't care about seeing the game live, nfl+ is the way to go. Probably Sunday Ticket on YouTube/YouTube TV. Not the cheapest but will give you every out of market game.
