Yes, there are programs like GIMP and paint.net for editing, but they aren't specifically used for minecraft purposes, and as a result you'd need to make the framework bigger. Also, you need this one mod called 'HD skins, ears, and cape mod' in order for those to work. I'm so smrt. S. M. R. T.
As stated above, this isn't worth the effort at all. There are already websites and program made to create or find skins of your liking. And uploading a skin is actually not that hard. Just log out of Minecraft, go to your Minecraft.net account and manage your skins. Once the skin is uploaded you may log back into Minecraft.
I prefer to do college/highschool RP skins, but I will do survival skins, I'm not very good on making exact characters. The only bad part about my skins is most of them are usually one solid color instead of having different shades.
